GENERAL PROCEDURES
1. Buyer issues ICPO
2.Refinery sends FCO to the Buyer
3.Refinery provides Draft Contract by E Mail to the Buyer
4.Buyer verifies Draft Contract and adds amendments, if necessary. Buyer signs and seal the Draft Contract and return to the Refinery.
5.Copy of Approval issued by the JSC Transneft Monopoly to Seller to transport petroleum allocation from the refinery to the loading port.
6.Refinery will forward within 5 days, the full POP &Allocation documents which will be released to the buyer, including: Certificate of Insurance, Commercial Invoice, Original SGS report &Seller s bank issues to buyers bank :
1. Copy of license to export, issued by the department of the Ministry of Energy.
2. Copy of approval to export, issued by the department of the ministry of justice.
3. Copy of statement of availability of the product.
4. Copy of the refinery commitment to produce the product.
5. Copy of Transneft contract to transport the product to the port
6. Copy of the port storage agreement
7. Copy of the charter party agreement(s) to transport the product to discharge port
7.Refinery will dispatch to the buyer by DHL, two (2) Hard Copies ofthe Draft Contract.
8.Refinery issues Non Operative 2% Performance Bond (UPBU) from the Refinery's bank to Buyer's bank
9.Within 7 (Seven) banking days after confirmation of POP, Allocation Documents and PB, Buyer will issue a non Operative LC on a bank to bank basis.
10. PB and DLC become operative at that time.
11.Refinery shall issue the first cargo delivery confirmation and date.
12.Shipment will start according to conditions of the contract and according to agreed schedule. Payment for each monthly shipment shall be by Letter of Credit payable 100% at sight against shipping documents.
