Achat Spot 30 000 Tonnes D2 - Belgique ( Europe)

I have an immediate problem and i cannot find serious end sellers, always intermediaries claming they have , but they have nothing.
If you can help me for this, it will be nice.
We need a spot of 30,000 tons of Diesel Fuel D2 GOST 305 82 FOB Novorossisk or CIF Rotterdam
We have our own boat and he can contain only this quantity.
The letter of credit is already opened ( CREDIT SUISSE),
We treat only with end seller that we can check, we put the name of a end seller on our L/C only
We want to know the price offered by your end seller according to my wishes : FOB Novo or CIF Rotterdam

I know this is a small quantity but if we find a seller for this spot, this client can sign a monthly contract after , for 90 000 tons per month

You will find below *PROCEDURES FOR CLOSING* wanted by my buyer :

1. Buyer issues Irrevocable Corporate Purchase Order (ICPO)

2. Sellers sends draft contract that is sealed and signed by
seller/buyer And lodged in their respective banks.

3. Seller swifts the verifiable partial POP to the buyer s bank.

4. Buyer issues RWA of funds availability.

5. Seller sends FULL POP to the Buyer

6. Buyer verifies the POP and establishes Banking Instrument for the
monthly value of the lift able quantities.

7. Seller transfers title and shipments are consummated as per the
contract.




Awaiting for your response but please don't answer me beside my needs, for example by offering me bigger quantities , my immediate need is this 30 000 tons spot , so you can or no.
